UAE Visa New Rules for Pakistani Citizens 2026: Visit Visa, Work Permit, and Entry Requirements Explained
The United Arab Emirates has rolled out a comprehensive update to its visa regime for Pakistani citizens in 2026, introducing longer-stay visit visa options, a mandatory Police Clearance Certificate for new work and residence visas, updated work permit categories, and stricter documentation requirements for male applicants under 40. The changes, notified by the UAE Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) and the General Directorate of Residency and Foreigners Affairs (GDRFA), came into effect through a series of staggered announcements over the past quarter. For the more than 1.5 million Pakistanis living in the UAE and the hundreds of thousands more who travel for tourism, business, and family visits each year, the new rules reshape every category of entry.
Visit visa: what changed
The most traveller-visible change is the new visit visa framework, which now offers three duration tiers instead of the previous single-30-day option:
| Visa type | Duration | Fee (USD) | Extension | Best for |
|---|---|---|---|---|
| Short-stay visit visa | 30 days | $95 | Extendable once for 30 days | Tourism, short business trips |
| Standard visit visa | 60 days | $220 | Extendable once for 30 days | Family visits, business meetings |
| Long-stay visit visa | 90 days | $375 | Extendable twice for 30 days each | Extended family visits, remote work |
The new framework also allows visit visa holders to work remotely for non-UAE companies (the “virtual working” arrangement) without applying for a separate work permit, provided the stay does not exceed 90 days. For longer remote-work arrangements, the new freelance / remote-work residence visa (discussed below) is the appropriate route.
Work and residence visa: mandatory Police Clearance Certificate
The most material change affecting Pakistani workers and residents is the new mandatory Police Clearance Certificate (PCC) requirement for all new work and residence visa applications. The PCC — also called a Good Conduct Certificate — must be issued by the Pakistan Ministry of Interior through the relevant provincial home department, and it confirms the applicant has no criminal record in Pakistan.
The application flow:
- Apply for the PCC at the provincial home department (Punjab, Sindh, KP, Balochistan) or through the Ministry of Interior’s online portal
- Provide biometric data (thumb + face) at NADRA or the relevant facilitation centre
- Wait 7-21 working days for the PCC to be issued
- Submit the PCC along with the UAE visa application
- The UAE immigration authority verifies the PCC against the issuing authority
The PCC must be issued within 6 months of the UAE visa application date. Older PCCs are rejected. The certificate is also required for visa renewal in some categories, particularly after a change of employer or change of residence category.
The tighter screening for male applicants under 40
The UAE has historically been more cautious about visa approvals for young male applicants from certain nationalities, but the 2026 update formalises and extends this scrutiny. For male Pakistani applicants under 40 applying for visit visas, work permits, or residence visas, additional documentation is now required:
- Proof of financial means: Bank statements showing minimum AED 5,000 (Rs 380,000) for visit visa applicants, AED 10,000+ (Rs 760,000) for work visa applicants
- Employment letter: Confirmed employment in Pakistan or UAE with salary documentation
- Return ticket: Confirmed round-trip airfare for visit visa applications
- Accommodation proof: Hotel booking or UAE-based host’s residence details
- Health insurance: Valid UAE-recognised travel health insurance for the full stay
These requirements are additional to the standard passport, photograph, and visa application fee. The additional screening is not a ban — applications are still approved — but rejection rates have increased for applicants who fail to provide complete documentation.

The new freelance / remote-work residence visa
Among the most-watched updates is the new freelance and remote-work residence visa category, which allows Pakistani citizens to live in the UAE while working for non-UAE clients or companies. The visa is structured around three tiers:
| Tier | Min income / qualification | Duration | Fee (AED) |
|---|---|---|---|
| Standard remote work | $3,500/month from foreign employer | 1 year | AED 3,450 + insurance |
| Premium remote work | $5,000/month from foreign employer | 2 years | AED 5,500 + insurance |
| Freelance permit | Specialised qualification + portfolio | 1 year | AED 2,500 + insurance |
For Pakistani freelancers earning from Fiverr, Upwork, or direct foreign clients, the freelance permit tier is the most relevant. The application requires:
- Valid Pakistani passport (6+ months validity)
- Proof of freelance income (last 6 months’ bank statements or platform payment records)
- Portfolio of work or specialised qualification certificate
- UAE-based health insurance
- Biometric capture at a UAE visa application centre
The freelance permit allows the holder to operate a UAE-registered freelance business, open a UAE bank account, and legally reside in the UAE while serving non-UAE clients. It does not allow the holder to work for UAE-based clients (which requires a separate employer-sponsored work permit).
Health insurance: the new requirement
All visit visas with a duration of 60 days or more now require proof of valid health insurance covering the entire stay. The insurance must be UAE-recognised and provide minimum coverage of AED 150,000 (Rs 11.4 million) for medical emergencies.
For 30-day visit visa applicants, insurance remains recommended but is not strictly mandatory — many short-stay visitors still travel without it. For 60-day and 90-day visa applicants, however, the absence of insurance documentation results in automatic rejection of the visa application.
What documents every Pakistani applicant needs
For all UAE visa categories, the standard document pack is:
- Passport (6+ months validity, 2 blank pages)
- Passport-size photographs (white background, UAE specifications)
- CNIC (Pakistani)
- NICOP for those holding dual status
- Completed visa application form
- Visa fee payment receipt
- Travel insurance (for 60+ day stays)
- Sponsor documents (for sponsored visas)
- Police Clearance Certificate (for work/residence visas)
- Bank statements (last 3-6 months)
Application processing times and fees
Standard processing times vary by category and sponsor:
| Visa category | Processing time | Government fee | Typical total cost with service charges |
|---|---|---|---|
| 30-day visit visa (self-sponsored) | 2-5 working days | AED 350 | AED 600-800 |
| 60-day visit visa | 3-7 working days | AED 800 | AED 1,200-1,500 |
| 90-day visit visa | 3-7 working days | AED 1,300 | AED 1,800-2,200 |
| Work permit (standard) | 7-14 working days | AED 1,200-2,500 | AED 3,000-6,000 |
| Freelance permit | 5-10 working days | AED 2,500 | AED 3,500-5,000 |
| Residence visa (family sponsored) | 7-21 working days | AED 1,500-3,500 | AED 4,000-8,000 |
What to do if your application is rejected
If your UAE visa application is rejected, you can:
- Check the rejection reason via the ICP portal (logged under your application)
- Address the issue (missing document, insufficient proof of funds, PCC issue, etc.)
- Reapply with corrected documentation
- Appeal through the GDRFA appeal committee for Dubai or the ICP appeal process for other emirates
Rejections based on documentation issues are typically reversible. Rejections based on security screening or prior immigration violations may be permanent or multi-year. The appeal process takes 30-90 days.
The new entry rules at UAE airports
Even with a valid visa, Pakistani citizens should be prepared for additional checks at UAE airports. The Federal Authority for Identity, Citizenship, Customs & Port Security has deployed enhanced biometric screening at all major UAE airports (Dubai International, Abu Dhabi International, Sharjah, Al Maktoum). The screening includes:
- Fingerprint capture at immigration
- Facial recognition match against visa photo
- Cross-check against Interpol and UAE security databases
- Verification of return ticket and accommodation proof
The enhanced screening adds 5-15 minutes to immigration processing. Travellers with complete documentation experience minimal delay; those with gaps face secondary inspection and possible denial of entry.
