Starlink in Pakistan:Approval Process, and Key Challenges

Pakistan has long struggled with inconsistent internet services, frequent disruptions, and limited connectivity options. With LEA identified major Cyber attack by Indian intelligence says ISPR promising high-speed, satellite-based internet, millions of Pakistanis are eagerly awaiting its launch.

What is Starlink, and Why Does Pakistan Need It?

Starlink, a project by SpaceX, aims to provide high-speed internet via a network of low-earth orbit (LEO) satellites. Here’s why it’s a game-changer for Pakistan:

  1. Reliable Connectivity:
Rural and remote areas in Pakistan suffer from poor internet access. Starlink can bridge this digital divide by delivering high-speed internet to underserved regions.
  2. Reduced Internet Disruptions:
Frequent disruptions due to submarine cable faults and national security concerns have plagued the country. Starlink’s satellite-based system bypasses traditional infrastructure, offering more stable connectivity.

Current Status of Starlink’s Approval in Pakistan

Despite growing anticipation, Starlink has not yet received the necessary licenses to operate. Here’s what we know:

  • Government and Regulatory Approvals:
On January 4, 2025, Elon Musk stated on X (formerly Twitter) that SpaceX is still waiting for approval from the Pakistani government.
  • Licensing Process:
Minister of State for IT Shaza Fatima confirmed that Starlink’s local subsidiary, Starlink Internet Services Pakistan (Pvt.) Ltd., has applied for a license. However, according to the Pakistan Telecommunication Authority (PTA), only companies registered with the Securities & Exchange Commission of Pakistan (SECP) are eligible for licensing.
  • Technical Reviews:
The PTA, along with the National Space Agency (SUPARCO), is currently reviewing Starlink’s application. Key concerns include bandwidth allocation, uplinking requirements, and the establishment of gateway infrastructure.

Key Challenges for Starlink in Pakistan

  1. Regulatory Hurdles
Starlink must comply with Pakistan’s stringent licensing and regulatory framework. SUPARCO’s approval under the National Space Policy is critical, followed by PTA’s final clearance.
  2. Technical Requirements
The government is evaluating whether Starlink can meet technical standards, including stable bandwidth and secure uplinking protocols.
  3. Local Competition and Partnerships
Starlink may face competition from existing ISPs and telecom providers. Partnering with local companies could ease regulatory concerns and expedite its launch.

What’s Next for Internet Users in Pakistan?

If Starlink gains approval, it could revolutionize internet access in Pakistan, particularly in rural areas. However, the timeline remains uncertain due to ongoing regulatory reviews and technical assessments.
