Funding of $ 200 million from the World Bank and $ 150 million from ADB ( Asian Development Bank) will be considered under the Locust Emergency and Food Security Project (LEAFS).
The press release added that the draft note had been approved by the Ministry of Economic Affairs (EEAS) and that PC-I would be submitted to the forthcoming meeting of the Central Development Working Group (CDWP).

LEAFS is the first federal agricultural project to be funded by the World Bank in Pakistan," the ministry said. "This is a direct response to the consensus that the ministry's political function and coordinating role in all provinces should be significantly strengthened," he added.
The National Ministry of Food Security, with the support of the provinces and the responsible national and international organizations, is responsible for the overall implementation of the project. The project costs are estimated at $ 200 million.
The LEAFS project covers 18 districts - 9 in Baluchistan, 4 in Punjab, 4 in Sindh and 1 in Khyber Pakhtunkhwa. The Ministry assumes the overall coordinating role in the implementation of projects through the establishment of a Federal Project Management Committee (FPSC).
According to the press release, the ministry is also responsible for approving the annual work schedules, monitoring or reviewing financial reporting, third-party validation, project corrections and resource redistribution.
The main beneficiaries of the project are Pakistani farmers and agricultural workers who live in areas affected by desert grasshoppers. For these groups, the proposed project will prevent grassland owners from harming their livelihood and providing opportunities to support income distribution.
